The Naval Air Warfare Center Air Division awarded contract N0042121P0249 to PC Krause and Associates, Inc. for the software and firmware upgrade of the Silicon Controlled Rectifier (SCR) Module Dynamic Counter Tester (DCT). This project is specifically designed to enhance the reliability of the Generator Converter Unit (GCU) for F/A-18 aircraft. The award, valued at 58,296.57 dollars for the primary CLIN, includes the delivery of upgraded software, associated technical data, and updated manuals, as well as the completion of necessary technical reviews. This contract was issued as a sole source procurement because PC Krause and Associates is the original designer and manufacturer of the existing test assets. Market research confirmed that no commercial off-the-shelf products could emulate the specific voltage pulse patterns required for GCU testing. Utilizing the original equipment manufacturer was deemed essential to avoid a projected two-year delay and additional costs associated with transferring technical knowledge to a new vendor, ensuring timely reliability improvements for the Hornet and Super Hornet fleets.

Full Description

This contract action has been awarded as a sole source to PC Krause and Associates: The service requested is a software and firmware upgrade to an existing test asset already in use by the fleet and manufactured by PCKA previously under contract N68335-12-G-0006-0002. Specifically, this contract request is for production of software and firmware upgrade of the Silicon Controlled Rectifier (SCR) Module Dynamic Counter Tester (DCT) for the testing of F/A-18 Aircraft Generator Converter Unit (GCU) SCR Modules. Market research was conducted by discussion with a government subject matter expert, Charles Singer, the NAVAIR Electrical Lead in Propulsion and Power for the F/A-18. Charles was involved in the development of the current SCR-DCT tester. He is not aware of any COTS products that are available that can perform the type of testing required. Also a search of the internet was conducted for potential products that could meet the need. Several websites were returned and were reviewed. SCR testers found on the internet focus on testing of individual SCR's, rather than testing of a module with multiple SCRs. The products offered involve testing statically with voltages applies to determine conductive state of the SCR. The SCR-DCT tester currently in use applies a succession of voltage pulses to emulate the unique pattern of pulses applied in a Generator Convert Unit (GCU). The review of websites indicate that there are no off the shelf products that will meet the need to emulate the firing of SCR modules that occurs in a GCU. As the sole designer, developer, and manufacturer of the existing SCR testers in use by the USN, only PCKA possesses the technical background and subject matter expertise that are critical to producing the software and firmware upgrades within a relatively short period following contract approval. Specifically, PCKA has previously fabricated and delivered the SCR tester assets to the USN and therefore has detailed knowledge of the design, and experience in testing the assets, and have resources already available to conduct qualification testing efforts. The use of other vendors to upgrade the SCR tester would add about two years to the procurement effort and add costs for obtaining the technical knowledge in order to develop the upgrade. A different vendor would need to develop the technical knowledge of the hardware, software, and firmware of the existing SCR tester, and would need to develop and generate test procedures and assets that are already developed by PCKA. The two year delay, given the limited remaining life of the Hornet and needs for reliability improvements for the Hornet and Super Hornet GCUs, is not consistent with USN efforts to improve GCU reliability in a timely manner. Therefore, due to cost and schedule reasons, sole source is justified.

Solicitation N0042126R1011 is a Request for Proposal issued by the Naval Air Warfare Center Air Division for T-6 and T-34 Aircraft Maintenance and Contractor Logistics Support. This single-award Indefinite Delivery/Indefinite Quantity contract utilizes a mix of Firm Fixed Price and Cost-Reimbursement structures to cover organizational and intermediate levels of maintenance, aircraft preservation and depreservation, and the provision of Functional Check Flight and recovery pilots. Performance is centered at NAS Corpus Christi, NAS Whiting Field, and NAS Pensacola, with a primary period of performance beginning September 1, 2027. The scope includes material management, safe-for-flight certification, and adherence to strict aviation maintenance standards such as COMNAVAIRFORINST 4790.2 and AS 9100C. The government will select a contractor based on best value using a tradeoff process, where past performance is weighted more heavily than price. Proposals must include detailed manning plans, corporate experience mapping, and a small business participation commitment. Following Amendment 0003, which addressed industry feedback and updated the Performance Work Statement and Technical Data Library, the proposal submission deadline has been extended to November 6, 2026. NAWCAD WOLF Identification Systems Technical Management Support Services RFO
Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River or St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, evaluated through a sample task and key personnel resumes, and past performance are used to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Contract Surveillance Plan and CPARS evaluations.
