The Department of the Air Force at Hill Air Force Base plans to extend a contract with BAE Systems Technology Solutions & Services Inc. to support the ICBM weapon system integration. The government intends to negotiate solely with BAE under the authority of FAR 6.302-1, citing the lack of alternative sources that can fulfill the specific requirements without incurring substantial duplication of costs. The contract extension will increase the ceiling by approximately $1.19 billion, covering current programs and potential future initiatives aligned with BAE’s role as the ICBM system integrator. The work involves systems engineering, integration, and program management, with the primary deliverable being labor hours under a Firm Fixed Price Level of Effort arrangement. The anticipated period of performance spans from February 1, 2025, to July 31, 2027. Funding for this effort is not currently available, and the government reserves the right to cancel the solicitation if funds are not secured. While the primary intent is to negotiate with BAE, all responsible sources are invited to submit capability statements or proposals for consideration. The expected award date is December 1, 2024. Interested parties can find further details and respond through the SAM.gov portal, with the primary points of contact being Sean McDonough and Lindsey Field.

DESCRIPION: The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. There is only one responsible source and no other suppliers or services will satisfy the agency requirements, under the authority of 10 U.S.C. 2304(c)(1). Hill Air Force Base, AFNWC/PZBC intends to issue an RFP directly to BAE Systems Technology Solutions to extend the work currently being performed under Contract FA8214-13-C-0001. The scope of this contract is for BAE to assist the Government in performing its roles as ICBM weapon system integrator.  BAE’s main functions will be in support of weapon system integration to include Systems Engineering, Integration and Program Management support. The resulting award ceiling increase is expected to be $1,192,897,112.00 and will be spread across the current 35 programs. The remaining ceiling will be used to add future programs that are consistent with BAE’s role as the ICBM weapon system integrator. The ISC contract is a Firm Fixed Price Level of Effort (FFPLOE) and the main deliverable is Labor Hours.
