Agreement to Purchase Water released by the Oakdale Irrigation District and the South San Joaquin Irrigation District for diversion and use by the San Luis &The Oakdale Irrigation District and South San Joaquin Irrigation District will release up to 50,000 acre-feet of surplus water annually from Goodwin Dam between 2026 and 2030 to be purchased by the San Luis and Delta Mendota Water Authority and the Department of Water Resources. These releases are designed to supplement the United States Bureau of Reclamation's efforts to meet the 1995 Water Quality Control Plan pulse flow objectives for migratory fish on the Stanislaus and San Joaquin Rivers. The specific volume of water released depends on the hydrological year, with a maximum of 50,000 acre-feet for above normal, below normal, and dry years, and a maximum of 20,000 acre-feet for critically dry years. The agreement may be renewed for an additional five years under the same volume terms. Water deliveries are subordinate to the rights of specific cities, the Chicken Ranch Rancheria Me-Wuk Indians of California, and certain out-of-district landowners. If New Melones Reservoir storage falls below 700,000 acre-feet by the end of September, the parties will consult with the Bureau of Reclamation to determine an agreeable release amount. The released water will be diverted by State Water Project Contractors and the San Luis and Delta Mendota Water Authority at the Jones and Banks pumping stations at a 1:1 ratio.
