Debris Boom Supply and Install at Harry S. Truman Lake Project
Solicitation # W912DQ26QA080
Solicitation W912DQ26QA080 is a full and open, unrestricted competition for the design, fabrication, delivery, and optional installation of a debris boom system at Harry S. Truman Dam near Warsaw, Missouri. The primary objective of the approximately 2,000-foot boom is to protect the dam's tainter gates from floating debris to maintain spillway operational capacity and serve as a visual barrier for boaters. A critical technical constraint prohibits any drilling into, on, or under the earthen dam. The contract is structured with three base CLINs covering design and fabrication, and one option CLIN for installation. Key deliverables include preliminary loading assumptions and drawings within 60 days of award, final professional engineer-stamped specifications and an O&M manual within 120 days, and on-site delivery within 240 to 300 days. Award will be based on the most advantageous offer, evaluating price, relevant experience, and past performance. Quotes must be submitted in PDF format to the designated points of contact by the revised deadline of November 2, 2026, and must include a completed SF 1449, pricing, and the required experience and past performance documentation.
