FAC Fabrication and Installation of Shed at Phora

The US Embassy Kathmandu, through the General Services Office, is soliciting a firm fixed price contract for turnkey design and build services to install two metallic shade cover structures at Sally Port CAC gate locations within the Phora Compound. The project aims to provide durable, weather-resistant, and low-maintenance assets to improve working conditions for the Local Guard Force without compromising structural safety or operational security. The scope of work is divided into a one-month fabrication track for procuring structural steel or aluminum and roofing materials, followed by a 15-day installation and finishing track covering foundations, welding, anchoring, and painting. All work must adhere to American Engineer Corps standards and strict OSHA and USACE safety regulations, including the submission of a Site Safety and Health Plan and Activity Hazard Analysis. The award will be made based on the lowest priced, technically acceptable (LPTA) offer, following a compliance review and responsibility determination per FAR Subpart 9.1. Qualified offerors must be established businesses with a permanent address in Nepal, provide an English-speaking on-site supervisor, and maintain active registration in the System for Award Management (SAM). The contract period is one year from the date of award, with potential extensions of up to six months. Final acceptance is contingent upon physical verification of sound structures, defect-free paint finishes, and the delivery of as-built drawings. Invoicing must be submitted to the Finance Management Office in Kathmandu, with Value Added Tax listed as a separate line item.
