Facilitation Services for MV Board Strategic Planning - Spring 2027

Metro Vancouver is seeking a consultant to provide strategic planning and facilitation services for the development of the Board Strategic Plan 2027-2030 under solicitation 26-0601. The scope of work involves organizational familiarization, observing four Board orientation sessions in early 2027, and designing and facilitating processes to identify strategic priorities and objectives. The selected contractor will be responsible for delivering a concise summary report analyzing key themes and consensus, providing feedback on draft materials, and supporting the validation of the final Strategic Plan. The total level of effort is estimated not to exceed 150 hours, with all services expected to be completed by the end of April 2027. The project follows a strict timeline starting with a contract award in December 2026, followed by onboarding and design activities in January and February, facilitation in March, and final validation and review in April 2027. Proposals are evaluated based on firm qualifications and experience, with the agency potentially considering previous experience with the proponent. Awarded contractors must sign a Consulting and Professional Services Agreement and adhere to strict confidentiality requirements, including the Freedom of Information and Protection of Privacy Act. Administrative requirements include monthly itemized invoicing and compliance with various Canadian and British Columbia labor, safety, and environmental laws.
