BackgroundThe 1999 Salmon Allocation Policy (SAP) sets out a series of principles for salmon allocation and priority in British Columbia among the three harvest groups (First Nations Food, Social and Ceremonial (FSC) and Treaty defined Fisheries; commercial fisheries; and recreational fisheries) and within the commercial fishery among gear types (gillnet, seine and troll). The policy guides annual domestic allocations of salmon in the Pacific Region consistent with legal obligations to First Nations and Canada’s international obligations, including the Pacific Salmon Treaty.Since the SAP was first adopted twenty years ago, there have been significant changes to fisheries management, fisheries policy, Aboriginal rights, treaties and reconciliation. There have also been increased conservation requirements for stocks of concern, as salmon returns have become more uncertain.ObjectiveThe objectives of the engagement for the Salmon Allocation Policy Review process are to work with First Nations and stakeholders via working groups and periodic broader consultation and engagement:To gather information, share perspectives, and conduct analysis to support the development of policy options; To collaboratively develop and consider policy options to meet objectives and interests; andTo develop policy recommendations for an updated Salmon Allocation Policy in BCScope of WorkThe Contractor must convene and facilitate, during the initial contract period, up to twelve (12) working group meetings of the following bodies to guide the review of the Pacific Salmon Allocation Policy through the following means:First Nations – DFO CommitteeMulti-Party Working GroupMulti-Party Technical Working GroupComprehensive Land Claims AgreementThis procurement is not subject to any Comprehensive Land Claims Agreement.Ownership of Intellectual PropertyFisheries and Oceans Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, for the following reasons, as set out in the Policy on Title to Intellectual Property Arising Under Crown Procurement Contracts:The material developed or produced consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software and;The main purpose of the Contract, or of the deliverables contracted for, is to generate knowledge and information for public disseminationSecurity RequirementThere is no security requirement applicable to the Contract.Period of ContractThe period of contract shall be from date of award to March 31, 2023 with the possibility of extending the contract by up to 2 (two) additional 1 (one) year period(s) under the same conditions.Trade AgreementsThe requirement is exempt from Trade Agreements because it is for the benefit of Indigenous groups.
