Facilities Management, Maintenance and Support Services for the Library of Congress Packard Campus for Audio Visual Conservation (PCAVC)

The Architect of the Capitol is soliciting qualified Offerors to provide comprehensive Facilities Management, Maintenance, and Support Services for the Library of Congress Packard Campus for Audio Visual Conservation in Culpeper, Virginia. The contract is structured as a Firm Fixed Price with reimbursable efforts, encompassing a one-year base period and four optional one-year periods, with a potential total performance duration of up to sixty months, beginning with a phase-in period in February 2027 and running through February 2032. The scope includes recurring basic services such as facility operations and maintenance, as well as reimbursable services for snow and ice removal, materials and spare parts procurement, and project work including engineering studies, construction management, painting, and equipment repair or replacement. Key exclusions are clearly defined, excluding security and telecommunications systems, tenant-owned equipment, custodial cleaning, locksmith services, and utility payments. Performance is subject to strict compliance with AOC design standards, safety regulations, and federal laws, with all contractors expected to adhere to environmental controls, hazardous substance management, and refrigerant handling protocols. Contractors must be actively registered in SAM and possess a valid Unique Entity Identifier and CAGE code. Proposal submission is strictly electronic, with technical and price proposals required as separate volumes, each not exceeding 10 MB per file, and must be submitted by 2:00 PM EDT on July 29, 2026, via email to designated AOC contacts. Evaluation will follow a tradeoff approach, prioritizing technical merit over price, with the two foundational technical factors—basic services approach and organizational staffing—weighted equally, followed by reimbursable services, corporate resources, and past performance in descending order of importance. Proposals failing to meet minimum technical standards or Section L compliance will be disqualified. Contractors must assign key personnel as proposed, ensure all employees obtain security clearance, maintain detailed time and effort records, submit invoices electronically through the Internet Payment Platform, and comply with CUI handling requirements for restricted attachments accessed via a secure SFTP site. All contract performance must align with the Buy American Act, anti-kickback provisions, labor standards, trafficking in persons prevention, and patent indemnity terms, and any disputes will be resolved under the Contract Disputes Act of 1978. Assignment of the contract or its interests is expressly prohibited.
