Facilities Management, Maintenance and Support Services for the Library of Congress Packard Campus for Audio Visual Conservation (PCAVC)

The Architect of the Capitol (AOC) is announcing an upcoming procurement opportunity for Facilities Management, Maintenance, and Support Services at the Library of Congress Packard Campus Audio Visual Conservation (PCAVC) in Culpeper, Virginia. The PCAVC is a specialized facility dedicated to preserving and providing access to an extensive collection of audiovisual heritage. The facility includes climate-controlled storage, office spaces for about 140 personnel, film preservation labs, sound studios, screening rooms, meeting areas, and other amenities. The contractor will be responsible for comprehensive management and execution of maintenance services, including supplying all labor, materials, tools, and equipment necessary to ensure effective operation as detailed in the forthcoming Statement of Work. This contract will be awarded through a full and open competitive source selection process under AOC’s own contracting manual rather than the Federal Acquisition Regulation. The selection will be based on a tradeoff method, allowing for award to an offeror that provides the best value, not necessarily the lowest price or highest technical rating. Only firms registered in the System for Award Management (SAM) and able to meet all proposal requirements are eligible. The formal Request for Proposal is expected to be posted around June 2026 on the SAM.gov website, and interested parties are encouraged to engage in information exchanges with the contracting officials prior to proposal submission. The AOC will award a single contract for these services.
