The Naval Facilities Engineering Systems Command (NAVFAC) is soliciting proposals for an Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC) to support the Shipyard Infrastructure Optimization Program (SIOP) Multi-Mission Dry Dock (MMDD). The project primarily involves heavy and civil engineering waterfront facilities, as well as commercial and institutional construction, located at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF) at Naval Base Kitsap in Bremerton, Washington. The contract has a maximum aggregate estimated value of 15 billion dollars over a potential 10-year period, consisting of a five-year base period and one five-year option. Major task orders are expected to range from 2 billion to 6 billion dollars, though smaller task orders for Early Contractor Involvement and Alternative Technical Concepts may be issued. Each MACC holder is guaranteed a minimum of 1 million dollars. The solicitation is unrestricted and open to full competition, though large businesses must provide an acceptable small business subcontracting plan. Evaluation factors include experience, price, and small business utilization and participation. This specific effort includes the delivery of an ATC report and a facilitated panel discussion led by the contractor's key personnel. Offerors must be registered in the System for Award Management (SAM) and provide comprehensive documentation, including bonding capacity via a surety form, financial questionnaires, and historical small business utilization data. All work is subject to Davis-Bacon Act wage determinations for Kitsap County, Washington.
