REQUEST FOR INFORMATION This is a Request for Information (RFI) issued solely for information-gathering and planning purposes. It does not constitute a Request for Proposal (RFP) or Request for Quotation (RFQ) or a promise to issue a RFP or RFQ in the future. The General Services Administration is seeking to determine if there are any vendors capable of providing technology capable of integrating facility security systems, building automated systems and providing a risk assessment based on an individual building, nationally for the GSA portfolio. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. BACKGROUND GSA is responsible for approximately 9,600 Federal facilities nationwide (including Hawaii, Guam, Saipan, Puerto Rico and the US Virgin Islands). GSA has identified the need to integrate facility security systems and facility management systems. This will allow the organization to systematically coordinate activities and practices, and sustainably manage its facility, systems, performance, risks and expenditures. SCOPE A requirement would support GSA in providing integrated security and facility management for its eleven (11) Regions. Such an integrated approach to managing these resources will help the organization to overcome challenges rooted in existing infrastructure and in siloed and/or disconnected systems. Further, by breaking down multiple silos of non-standard, non-integrated systems, this approach will assist with aligning regional operations with business objectives. It can also support long and short-term planning, inventory control, enable preventive and condition-based maintenance, and assist the organization in making essential cost effective facility decisions. The functionality of the performer's response will align with the following four key GSA focus areas with the resulting described benefits. Facility Management: The centralized building management systems that monitor and aggregate diagnostics to reduce costs and improve tenant and guest experience. Security Management: Security is shared throughout a campus to optimize available security, allocate resources and reduce costs associated with the security. Pre-Incident Security: The deployment of Dynamic Risk Assessments based on analytics assigned to specific countermeasures based on the ISC (Interagency Security Committee) DBT 31 undesirable events. Post-Incident Mitigation Protection: Information shared between the security management system and the facility management system will place the facility in a protected posture to increase resiliency. The responder's solution will enable a standard deployment of a PSIM product, which will allow GSA personnel to monitor and control existing access control/duress alarm, video management, fire alarm, intercom and video wall display systems from a single and intuitive user interface. Key features of the proposed solution include: - Incident Correlation: The system will be capable of correlating individual incidents by time period, type, location and other user-specified characteristics. Correlation minimizes distractions, simplifies situation management and accelerates comprehension of developing situations. Operators respond to situations rather than individual incidents and responders can be quickly briefed by forwarding a situation - folder' containing all relevant incident information, including video and audio, response actions taken, and applicable policies and procedures, saving critical time. - Geospatial Awareness: The system will automatically locate sensors, response assets and other devices on geographic maps and floor plans using a common world coordinate system. This eliminates manual association of sensors and cameras; supports - video tracking' of objects as they move between camera fields of view; and enables spatial correlation of individual incidents. - Business Rules: The systems "rules engine" will accelerate user situational comprehension by correlating events based on time, location, type and other characteristics. This minimizes the distraction of individual events, allowing users to focus on a situation that may encompass multiple incidents. - Automated Risk Response Procedures: The system will automate response actions and enforces the adherence to ISC DBT 31 standard operating procedures in order to mitigate risk. Pre-defined action plans specify each task to be completed when responding to a situation. Action plans can include automated or semi-automated "man-in-the-loop" data entry, device control tasks, communications, automated escalation processes, and multiple decision paths. The action plan design and maintenance will be support by Microsoft VisioTM business process graphical design. The system action plan capabilities ensure that response actions are completed quickly, efficiently and in accordance with established and approved policies. - Manual Risk Alert Procedures: In addition to the automated response functionality, the will allow for the manual entry of risk alert situations by the user. - Web Architecture: The system will provide a web-based architecture. This implementation approach will vastly simplify its deployment due to its elimination of client-based software, is inherently reliable, and can be readily scaled to meet both limited scope requirements and very large requirements over very broad geographical areas. It is also independent of machine, operating system and internet browser environment, making it compatible with most end-user configurations. The system will have the capability of integrating hundreds of systems located anywhere in the United States into a single effective command and control system, while preserving investments in existing equipment and maintaining the autonomy of local organizations as operational policies may dictate. - The Systems web-based architecture will be standards-based, ensuring its long-term viability through its ability to rapidly incorporate new sensors, cameras and systems developed to established industry interface and interoperability standards - Customizable Automated Risk Report Capabilities: The systems software will provide customizable situation detail reports that support the assessment of risk to the organization. These reports can include snapshots, alarm summaries, video audits; post analysis, compliance review, operator performance summary audits, and other report functions as deemed appropriate by the customer. - Appliance Integration: Given the current foot print of the GSA and the amount of investment that already exists in facility security the system will be capable of integrating with already existing products that currently standalone due to proprietary protections. - Interoperability and System Security Validation: The system will utilize a validation mechanism connecting each appliance to a revocation manager that will provide a challenge key response that leverages Public Key Infrastructure. Additionally the system will support Logical Access Control authentication from the end users.
