The contract solicitation, identified as SPE4A7-26-R-X963, seeks the procurement of a Fairlead Block with NSN 5342-14-526-5983 under a fixed-price structure managed by the Defense Logistics Agency, a component of the Department of Defense. The solicitation was posted on July 23, 2026, with responses due by July 30, 2026, and is classified under NAICS code 332510 for forgings and stampings. Performance will occur at various CONUS stock locations with delivery required within 221 days of order issuance, governed by FOB Destination terms. The contract is structured as an indefinite-quantity arrangement but lacks populated CLIN or pricing data, preventing determination of estimated value. Delivery and packaging must strictly conform to ASTM D3951, with precedence given to the DLA Master List of Technical and Quality Requirements, and all labeling, marking, and barcoding must comply with MIL-STD-129, including mandatory inclusion of NSN, CAGE code, lot number, and quantity in machine-readable format. Product Verification Test samples require distinct external labeling stating “Product Verification Test Samples - Do Not Post to Stock” along with contract and lot identifiers. Compliance with stringent quality and environmental standards is mandatory, enforced through multiple FAR and DFARS clauses. Quality assurance is governed by FAR 52.246-2 and 52.246-11, with inspection occurring primarily at the contractor’s facility and final acceptance reserved exclusively by the Government. Sampling follows MIL-STD-1916 with zero acceptance criteria for critical defects and specific AQL thresholds for major and minor defects. Environmental prohibitions include the ban on hexavalent chromium, toxic or hazardous materials disposal, and fluorinated firefighting agents, while restrictions extend to the procurement of certain magnets, tantalum, tungsten, and items sourced from Xinjiang. The Buy American Act and preference for U.S.-flag vessels are in effect, along with requirements to avoid foreign prison labor and foreign control of supply chains. Subcontracting is subject to deviation clauses for commercial products and services, requiring flowdowns of quality and compliance obligations. All contractors must be registered in SAM, comply with antiterrorism training, whistleblower protections, and submit all invoices electronically through WAWF. Representations regarding small business status, UEI, and CAGE codes
