Estimated period of performance is from 1 November 2016 through 31 October 2018. The Turkish Air Force, AFLCMC/WWMSH (F-16 Turkey Program Office), requires Falcon Star Plus modification to the F-16 Block 40D aircraft. The Government intends to solicit and negotiate for modification to the aircraft with only one source under the authority of FAR 6.302-1 [10 U.S.C.(c)(1)], Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Submission of any of these documents shall be at the contractor's expense. Capability statements shall demonstrate how the source can provide modification to the aircraft without substantial duplication of costs to the Government or unacceptable schedule delays. A determination by the Government not to compete with this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with award of the contract modification. Responses are due by 16 Feb 2016, 2:00 p.m. (MST) via email to kali.miller@us.af.mil.
