TITLE: Fatty acid analyses of Arctic marine plankton and fish samples1. ADVANCED CONTRACT AWARD NOTICE (ACAN)An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.2. Definition of the requirementThe Department of Fisheries and Oceans Canada (DFO) has a requirement to to analyze particulate organic matter from the water column, key zooplankton and fish species for fatty acids using standard elemental protocols. The analyses will provide results for lipid classes (percentages) as well as fatty acid methyl esters (percentages) for each sample. Tasks:Contractor shall analyze (fee-for-service work) up to a maximum of 400 samples/year. DFO will provide frozen samples consisting of particulate organic matter filtered onto combusted 47 mm GFF (glass fiber) filters stored in 2ml vials or frozen zooplankton or frozen fish samples in 8mL or 25 mL glass vials. Each sample will have a distinct sample label.The work will include but is not limited to provide final data for :percent lipids (minimum 13 lipid classes)percent fatty acid methyl esterssummary totals for fatty acid methyl ester groupsContractor shall process and analyze samples according to established protocols for fatty acid analyses of Arctic water samples. There shall be no background intellectual property going into this work, including but not limited to sample preparation techniques developed by the contractor, method development, or any other proprietary work on data.3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: The contractor must have a minimum of 10 years of experience in running lipid classes and fatty acid analyses.The contractor must have a reputation of excellence in lipid class and fatty acid analyses documented by over 160 peer-reviewed publications using the analytical methods established in-house.The contractor must have a history (minimum 5 years) of providing lipid class and fatty acid analyses results to government agencies.The contractor must have documented experience running lipid class and fatty acid analyses on plankton samples at trace levels, with minimum laboratory detection limit of 5 ng.4.
