Please see attached solicitation 15B30226Q00000017.  A signed copy of both solicitations shall be attached to your proposals.


The Federal Bureau of Prisons, Federal Correctional Complex (FCC Coleman), located at 846 NE 54th Terrace Coleman, Florida, 33521 intends to make a single award to a responsible entity that will provide all necessary materials and delivery costs for the purchase as described within this Description of Requirement. The supply, procurement, and contracting shall comply with Federal, State, and local regulations, codes, and standards. This contract will consist of supply only.


Solicitation number 15B30226Q00000017 is issued as a Request for Quotation (RFQ) and IS set-aside for 100% Total Small Business concerns. The North American Industrial Classification (NAICS) code is 423510.


All potential quoters are advised that this solicitation includes the provision at FAR 52.204-7, System forward Management (SAM). This provision requires that all quoters doing business with the Federal Government to be registered in the SAM database for “All Awards”. Quoters shall include their Unique Entity Identification Number (UEI) number in their quotes. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees UEI number into the SAM database. Failure to complete the registration procedures outlined in the clause may result in elimination from consideration for award. For the purposes of this solicitation, all quoter’s SAM registration shall include NAICS code 423510.  The solicitation period will be open from September 9, 2026, until September 15, 2026.


Contractors must comply with FAR 52.222-54, E-Verify Requirements, by enrolling in E-Verify within 30 days of contract award and beginning verification within 90 days of enrollment.


The proposals are due no later than 12:00 pm on September 15, 2026, however, this is a projected estimate, and contractors should refer to page 1 of the solicitation (Block #8) for the actual date quotations are due. All future information concerning this acquisition, including solicitation and amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition.  Quotes being submitted must be sent via e-mail to dfrederick@bop.gov or jrosagarcia@bop.gov.
