The Federal Bureau of Prisons intends to award a firm fixed price contract to a responsible small business entity to replace failing commercial-grade water softeners at the Federal Correctional Institution (FCI) Oxford in Grand Marsh, Wisconsin. The project involves the removal of existing equipment and the installation of a new centralized water softener system, including a brine tank and softener located at the water tower. This new system is designed to treat water directly from the main to improve water quality, minimize calcium buildup, and extend the lifespan of plumbing infrastructure and appliances without the need for weekly bagged salt deliveries. The acquisition will be evaluated using the Lowest Price Technically Acceptable (LPTA) process, requiring offerors to submit a technical summary of their proposed work process along with a completed SF1449 form. The contract is a total small business set-aside and is subject to the Davis-Bacon Act, requiring a minimum wage of $13.30 per hour for 2025 and specific paid sick leave provisions. Key administrative requirements include the use of AIA Form G-702 for invoicing, a bid bond of 20% for bids exceeding $150,000, and strict personnel security clearances for all employees. Performance is based on a standard 40-hour work week, with the Bureau of Prisons Contracting Officer’s Representative overseeing the review and acceptance of all submittals and final operational functionality.

The Federal Bureau of Prisons (FBOP) and the Federal Correctional Institution Oxford located at 350 Elk Avenue, Oxford, Wisconsin, intend to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to remove existing water softeners and install a new centralized water softener for the entire Institution.

Awarded Contractor shall provide materials, labor, and equipment to remove existing water softeners, pipe through and install a new centralized water softener and all associated components. FCI Oxford currently has several commercial-grade water softeners which are failing to efficiently reduce water hardness and protect water systems, as well as connected equipment. The new centralized system should improve water quality, minimize calcium buildup, and extend the service life of plumbing infrastructure and appliances. The contractor would place a brine tank and softener to be installed at the water tower. Water would be treated right off the water main, therefore there would be no need for bagged salt to be brought in weekly.
