DESCRIPTION:


The Federal Bureau of Prisons, Federal Correctional Institution (FCI) Three Rivers, is conducting market research in accordance with RFO Part 10 for an anticipated requirement for cooling-tower and closed-loop water-treatment services.


This notice is issued solely for market research and acquisition-planning purposes. It is not a solicitation, request for quotation, or request for proposal. The Government will not award a contract based on this notice and will not reimburse respondents for costs associated with preparing a response. A response to this notice is not required to participate in any future solicitation.

PRELIMINARY REQUIREMENT:


The anticipated requirement includes comprehensive water-treatment services for the institution’s cooling-tower condenser and closed-loop water systems.


The preliminary scope includes:


  • Chemical treatment of Evapco cooling-tower condenser systems supporting approximately 1,905 tons of air-conditioning capacity.
  • Treatment intended to control scale, corrosion, fouling, and biological growth.
  • Twice-monthly servicing of the cooling-tower treatment program.
  • Monthly servicing of chilled-water, hot-water, and combined chilled/hot-water closed-loop systems.
  • Testing of closed-loop systems for proper inhibitor levels.
  • Filter changes and addition of chemical inhibitors as required.
  • Furnishing all required treatment chemicals, chemical feeders, filters, equipment, testing materials, and related supplies.
  • Sampling and laboratory analysis.
  • Annual inspections and specified chemical cleanings.
  • Written service reports, test results, chemical-use information, trend analysis, and corrective recommendations.
  • Routine service-call response within 24 hours of notification.
  • On-site response within eight hours for a critical life-safety emergency.

The Government anticipates a firm-fixed-price service contract consisting of a base year and four one-year option periods. The final contract structure, service frequencies, response times, pricing units, and performance requirements will be developed after consideration of industry feedback.


The work will be performed at a secure Federal correctional institution. Prior correctional-facility experience is not required. Contractor personnel requiring institutional access will be subject to applicable security, screening, escort, and access procedures.


INFORMATION REQUESTED:


Interested businesses should complete the attached Market Research Questionnaire and provide the following information:

  3. Current SAM.gov registration status and expiration date.
