WASTEWATER TREATMENT PLANT SAMPLING AND LABORATORY ANALYSIS SERVICES
FEDERAL CORRECTIONAL INSTITUTION THREE RIVERS
The Federal Bureau of Prisons, Federal Correctional Institution (FCI) Three Rivers, is conducting market research in accordance with RFO Part 10 for an anticipated requirement for wastewater sample collection, transportation, accredited laboratory analysis, and regulatory compliance-reporting support.
This notice is issued solely for market research and acquisition-planning purposes. It is not a solicitation, Request for Quotation, or Request for Proposal. The Government will not award a contract based on this notice and will not reimburse respondents for any costs associated with preparing or submitting a response. A response to this notice is not required to participate in any future solicitation.

PRELIMINARY REQUIREMENT
The anticipated services will support compliance with the FCI Three Rivers Wastewater Treatment Facility’s Texas Pollutant Discharge Elimination System Permit No. WQ0013461001, EPA ID No. TX0130052, including any renewal, replacement, or amendment in effect during contract performance.
Current permit-monitoring requirements include:
- Weekly grab-sample monitoring for carbonaceous biochemical oxygen demand, five-day; total suspended solids; ammonia nitrogen; and dissolved oxygen.
- Monthly grab-sample monitoring for E. coli and pH.
- Monitoring of flow and chlorine residual five times per week.
- Potential annual soil sampling and analysis when treated effluent is applied through irrigation.
Anticipated contractor responsibilities may include:
- Furnishing appropriate sample containers, preservatives, labels, and related supplies.
- Collecting representative samples from Government-designated permitted monitoring locations.
- Preparing and maintaining complete chain-of-custody documentation.
- Providing temperature-controlled transportation and courier services.
- Meeting applicable sample-preservation and holding-time requirements.
- Performing analyses through appropriately accredited laboratories.
- Conducting quality-control review of analytical results.
- Providing electronic analytical reports and Discharge Monitoring Report-ready result summaries.
- Promptly notifying the Government of results that may exceed permit limits or otherwise require immediate attention.
- Correcting, recollecting, or reanalyzing rejected or compromised samples, as applicable.
- Potentially performing annual soil sampling and analysis associated with treated-effluent irrigation.
The final Statement of Work will establish the division of responsibilities between institution personnel and the contractor for flow, chlorine residual, dissolved oxygen, pH, sample collection, off-site laboratory analysis, soil monitoring, reporting, and related activities.
The Government is seeking industry recommendations concerning customary commercial practices, sampling schedules, courier limitations, analytical turnaround times, critical-result notifications, contract structure, performance standards, and appropriate pricing units.

The anticipated North American Industry Classification System code is 541380, Testing Laboratories and Services. The applicable small-business size standard is $19 million in average annual receipts.
The results of this market research may be used to determine whether the anticipated acquisition should be conducted as a small-business set-aside, under a specific socioeconomic program, through an existing Government contract vehicle, or through another appropriate acquisition strategy.
RESPONSE REQUIREMENTS
Interested businesses shall provide the following:
- A completed copy of the attached FCI Three Rivers Wastewater Sampling and Laboratory Analysis Market Research Questionnaire.
- If needed, a capability statement of no more than three additional pages addressing the company’s ability to perform the anticipated requirement.
- The company’s legal business name, address, point of contact, telephone number, email address, Unique Entity Identifier, CAGE Code, and SAM.gov registration status.
- The company’s business size and applicable socioeconomic categories under NAICS 541380.
- Identification of the proposed laboratory and courier locations that would support FCI Three Rivers, including the estimated courier time from the institution.
- Identification of applicable laboratory accreditations, fields of accreditation, analytical methods, quality-system certifications, and personnel qualifications.
- An explanation of whether the company can provide the complete requirement as the prime contractor or whether subcontractors or teaming partners would be used.

Copies of licenses, certifications, laboratory accreditations, and current fields of accreditation will not count against the three-page capability-statement limit. Respondents shall clearly identify any proprietary or confidential information.
