The Federal Bureau of Prisons is seeking information from vendors capable of supplying nicotine pouch products that have obtained current FDA Marketing Granted Orders for potential resale through its nationwide commissary system. This request is purely for market research under FAR Part 10 and does not initiate a procurement or bind the government to future contracting. The focus is on identifying vendors with proven ability to deliver compliant nicotine pouches to institutional settings, with mandatory FDA authorization being a non-negotiable requirement. Respondents must demonstrate corporate stability, nationwide distribution infrastructure, regulatory compliance expertise, and experience serving correctional or similarly restricted environments. Vendors are expected to provide detailed information on their company structure, operational capacity, and experience supplying government or institutional clients. Each proposed product must include full specifications such as brand, nicotine content, flavor, packaging details, shelf life, country of origin, and definitive proof of FDA authorization via MGO documentation. Emphasis is placed on security-conscious packaging features like tamper-evident design, low metal content, and institutional carton configurations. Responses must address nationwide logistics, including warehousing, lead times, lot traceability, expiration management, and compliance with state-specific distribution restrictions. Pricing details are requested for market analysis only and must include wholesale rates, volume discounts, return policies for expired or damaged goods, and credit timelines. All submissions must be received by May 29, 2026, via email with strict page limits and no cost reimbursement for participation.

Solicitation # 15BNAS26R00000020
The Department of Justice, through the Federal Bureau of Prisons (BOP) Chaplaincy Services Branch, is soliciting a firm-fixed-price contract to develop and maintain the Community Reentry Network (CRN). This agency-wide electronic clearinghouse is designed to facilitate reentry referrals and mentoring support for inmates by locating, vetting, and entering faith-based organizations (FBOs) into a database. The contractor is responsible for identifying resources, confirming their ability to meet ex-offender needs, and performing annual reverifications. A key performance requirement for the base year includes adding at least 750 new FBOs per month, with a specific focus on underserved areas such as rural locations, Puerto Rico, Guam, Native American reservations, and Hispanic communities. The contract structure consists of a 12-month base period with four 12-month option years and a potential six-month extension. This is a total small business set-aside under NAICS 541611. The contractor must provide a specialized team, including at least one doctoral-level member in theology, sociology, or psychology, a fluent Spanish speaker, and a Native American team member. Evaluation will be based on a best-value tradeoff, where ten technical factors—including organizational experience, language proficiency, and outreach strategies—are significantly more important than price.
