This is a Sources Sought Notice issued by the U.S. Department of Labor’s Employment and Training Administration, Office of Workforce Investment, for market research purposes only and does not constitute a solicitation, request for proposal, or invitation to bid. The notice seeks information from potential contractors capable of administering the Federal Bonding Program, which provides fidelity bonding for justice-involved and high-risk individuals across all 50 states and six outlying areas. Responses are voluntary, non-binding, and submitted solely at the respondent’s expense, with no expectation of payment or contractual obligation from the government. The notice includes a Performance Work Statement and technical questions but explicitly states that no phone calls or inquiries will be accepted, and no acknowledgment or feedback on responses will be provided. The procurement is not subject to any set-aside classifications, and no socioeconomic criteria are required for participation. Responses must be submitted by July 3, 2026, though the submission method is not specified. The anticipated contract, if a solicitation follows, will be for services under a Time and Materials contract type with a potential five-year performance period, including a base year and four one-year options. Key personnel requirements include a Project Manager and Assistant Project Manager with minimum experience and 24/7 availability for customer support. The contractor must maintain a secure electronic system for bond issuance, submit quarterly reports, manage a toll-free support line, coordinate outreach, ensure data confidentiality, and comply with zero-deviation performance standards monitored through surveillance and customer feedback. All deliverables become the exclusive property of the Department of Labor, and contractor personnel must clearly identify themselves as such and adhere to strict non-disclosure obligations. Organizational conflicts of interest must be immediately reported, and the contractor must fully cooperate with DOL evaluators and quality assurance protocols. No cost, pricing, or financial data is included as this is strictly a pre-solicitation market research effort.
