The GSA Form 3626 and Supplemental Lease Requirements are integral to the solicitation, and building shell costs must include property financing, insurance, taxes, management, and reserves. The place of performance is Saipan, and the contract includes clauses for security prohibitions, information system safeguarding, personal identity verification, small business utilization, subcontracting plans, veteran employment reporting, and executive compensation reporting, contingent on contract value thresholds.
