THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. ANY PROPOSALS SUBMITTED IN RESPONSE TO THIS NOTICE WILL NOT BE REVIEWED OR RETAINED.


This is a pre-solicitation notice of a proposed contract action for the Fence to Fence Environmental Services for Patrick Space Force Base (SFB) , Cape Canaveral Space Force Station (SFS) and Avon Park Air Force Range (AFR).  The contractor shall provide environmental services to support one or more of the following programs: Environmental management system (EMS) audit inspection program; air quality (AQ); hazardous material (HM) management; hazardous waste (HW) management; P2; long-term O&M; long-term monitoring (LTM); petroleum, oil, and lubricants (POL) management; solid waste management; storage tank management; polychlorinated biphenyls (PCBs); asbestos, management plans; lead-based paint (LBP) and other lead-containing materials; wastewater and stormwater studies and permits; drinking water surveillance; environmental baseline surveys (EBSs); Environmental Impact Analysis Process (EIAP). Examples of specific services include tasks such as characterizing waste streams; environmental monitoring, sampling, and analysis; operating a hazardous waste accumulation site; and updating existing environmental plans and permits. The North American Industry Classification System (NAICS) Code for this requirement is 541620, Environmental Consulting Services, and the Product Service Code is F115, Other Environmental Services, Studies and Analytical Support.


The General Services Administration, Federal Acquisition Service, Assisted Acquisition Services Division (GSA/FSA/AASD) intends to issue a Request for Quote (RFQ) for a Hybrid (Firm-Fixed-Price (FFP), Time and Material (T&M) contract as a competitive Section 8(a) Set-Aside utilizing Multiple Award Schedule (MAS)8a, Special Item Number (SIN) 541620, Environmental Consulting Services, pursuant to Federal Acquisition Regulation (FAR) 16.5 (GSA Class Deviation RFO-2025-16), Indefinite Delivery Contracts.
