Fiber Optics Internet Service The Billings Area Indian Health Service (IHS), Wind River Service Unit (WRSU) at Fort Washakie and Arapahoe, Wyoming intends to award a non-competitive contract with Advance Communication Technology Inc. 290 N Brooks St Sheridan Wyoming for fiber optic internet service pursuant to the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, 41 U.S.C. 253(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Services to be provided are 20 MBPS Ethernet (Point to Point) between the Arapahoe Health Center (#14 Great Plains Rd. Arapahoe Wyoming) and the Fort Washakie Health Center (Bldg. #29 Black Coal Rd. Ft. Washakie Wyoming). The purchase order shall be for the 2016 fiscal year; consisting of a 12 month period beginning on October 1, 2015 and ending on September 30, 2016. The distance between the two clinics is approximately 20 miles. The two clinics are currently connected via Fiber optic cable install by Advance Communication Technology/Dubois Telephone Exchange (ACT/DTE). The contract for services will be for 1 years. The upgrade in telecommunication lines has improve the transmission speed of the Electronic Health Record and software applications between the two facilities, resulting in improved health care services to patients and enhanced productivity of administrative and clinical staff. The vendor is the sole telecommunications company on the Wind River Indian Reservation that has the necessary infrastructure capacity and utility Right of Way to provide Ethernet services to the Wind River Service Unit. Any qualified business that believes it can meet the requirements may give written notice to the Contracting Officer by September 25, 2015 at 12:00 p.m. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with requirements listed. Also, provide specifics which determine that competition would be advantageous to the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurement actions. If no responses are received, the Government will proceed with the sole source acquisition with Advance Communication Technology Inc.
