Fiber-Optic Spectrometer and accessories

The Research Accelerator Division at Oak Ridge National Laboratory is seeking to procure a NEXOS Fiber-optic Spectrometer and associated peripheral equipment, or a qualified domestic equivalent, under solicitation PR475880, with a firm fixed price structure and an estimated acquisition within the NAICS code 334513 for instruments manufacturing. The core deliverables include five NEXOS fiber-optic spectrometers with a 75 mm AvaBench, 4096-pixel CMOS detector, USB 2.0 interface, and AvaSoft-Basic software, along with IR-enhanced variants, as detailed in Attachment C, the Bill of Materials. Offerors must comply with FAR 52.211-6 Brand Name or Equal provisions and submit a technically acceptable bid based on the lowest price, with all proposals due by 5:00 p.m. EST on June 24, 2026, via email to Jacob Spradley. All submissions must include a completed and signed Abbreviated Representations and Certifications form, a detailed delivery schedule, and separately itemized tariffs, while explicitly noting any exceptions to the terms. Offerors must be registered in SAM.gov with a valid Unique Entity ID and maintain annual compliance to receive payment. Delivery must occur FOB Destination for domestic shipments and Delivered at Place (DAP) for international shipments, with no insurance permitted on any shipment. All goods must be delivered onsite to ORNL by U.S. citizens only; foreign nationals are prohibited from entering the facility. Electrical equipment must be labeled by a nationally recognized testing laboratory, and hazardous materials must conform to DOE O 460.1D, Change 1. Contractors are required to maintain commercial general liability, professional liability, and cyber liability insurance of at least $2 million each annually and comply with multiple federal and Department of Energy clauses including FAR 52.222-54, DEAR 970.5227-5, DEAR 970.5223-1, and FAR 52.223-20 on aerosols and foams.
