Oregon State University is seeking a sole source contract with Campbell Scientific to acquire a field-deployable monitoring and data-acquisition system. This system is intended for the long-term monitoring of groundwater, hydrologic conditions, and landslide response at remote sites. The university has identified Campbell Scientific as the only provider capable of meeting the specific technical parameters and timeframes required for their research and business needs. The required system must feature a field-programmable datalogger capable of autonomous operation, cellular telemetry for remote data transfer, and local storage to prevent data loss during outages. Key technical specifications include compatibility with sensors from multiple manufacturers, support for various interface types such as SDI-12 and Modbus, and direct machine-readable data access without the need for proprietary cloud platforms. The university intends to utilize the CR6 programmable datalogger, AM16/32B multiplexer, and CELL210 cellular communications module to satisfy these requirements.

Full Description

Oregon State University intends to contract for the provision of field-deployable monitoring and data-acquisition system for long-term monitoring of groundwater, hydrologic conditions, and landslide response at remote sites from Campbell Scientific as a sole source because of the contractor being the only provider able to meet critical parameters or timeframes to support the research and/or business needs of the university. The minimum requirements for the monitoring system are: 1. A field-programmable datalogger capable of autonomous, unattended operation at remote groundwater and landslide monitoring sites. 2. Direct compatibility with sensors from multiple manufacturers, rather than restricting the monitoring system to a proprietary family of sensors. 3. Support for multiple sensor/interface types needed for present and future instrumentation, including analog voltage, differential measurements, pulse/counting measurements, SDI-12, and serial communications such as RS-232/RS-485 and Modbus. 4. Expandable analog sensor capacity to accommodate multiple groundwater and geotechnical instruments at an individual monitoring station. 5. Cellular telemetry for remotely transferring measurements from the field. 6. Local data storage so that measurements are retained during temporary communications outages. 7. Direct machine-readable access to measured data, including ASCII/CSV-type data or programmatic access, allowing the data to be incorporated into our research-processing workflows. 8. No requirement that measurements pass through or be accessed through a manufacturer's proprietary commercial cloud/data-visualization platform. 9. Ability to directly interface with existing and future third-party groundwater pressure transducers/piezometers, meteorological sensors, soil-moisture sensors, geotechnical instrumentation, and other analog/digital instrumentation without replacing the central data-acquisition platform. 10. Outdoor/remote-site operation over the temperature ranges encountered at landslide monitoring locations. The quoted Campbell Scientific system satisfies these requirements through the combination of the CR6 programmable datalogger, AM16/32B multiplexer, and CELL210 cellular communications module. Campbell documents that the CR6 has 12 individually configurable universal analog/digital inputs, 16 pulse counters, Ethernet, USB, RS-485, RS-422 and SDI-12 communications, digital I/O, local flash/microSD storage, and numerous Internet and instrumentation protocols. An entity may challenge this determination no later than the closing date indicated on the website. Challenges must be submitted to Cassandra Hurd by email at cassandra.hurd@oregonstate.edu.
