The United States Property and Fiscal Office for Pennsylvania (USPFO-PA) has a requirement to establish a Field Sanitation Equipment Rental and Service Contract at Fort Indiantown Gap (FTIG), Annville, Pennsylvania.


The selected vendor will provide all personnel, equipment, materials, and quality control to deploy, service, clean, and retrieve portable latrines, handwash stations, and grey water holding tanks. Standard services will be conducted on Mondays, Wednesdays, and Fridays, with emergency and dynamic unit training support adjustments required year-round.


The contractor must maintain the capability to support a sustained inventory of up to 200 portable latrines and 250-gallon holding tanks, with the responsiveness to deliver up to 50 latrines within 48 hours of an order.


Procurement Method & Evaluation:


This acquisition is issued as a Request for Proposal (RFP). Award will be made using the Best Value Tradeoff Process in accordance with FAR Part 15. The evaluation factors are:


  1. Factor 1: Relative Experience & Geographic Capability (Evaluation of experience managing sanitation networks across landscapes of 4,000+ Cantonment acres and 13,000+ Range/Training acres).
  2. Factor 2: Past Performance (Evaluation of recent, relevant performance on projects of similar magnitude, defined as 100+ units across complex footprints).
  3. Factor 3: Price (Evaluated for reasonableness and realism).

Technical Experience and Past Performance, when combined, are significantly more important than price.
