This solicitation, N0016426RWQ93, issued by the Naval Surface Warfare Center Crane, seeks Field Service Representative (FSR) support for ground-based and low-altitude electronic warfare radio frequency systems across all Combatant Commands and designated Areas of Operation. The work requires FSRs to travel extensively within the Contiguous United States and overseas to provide on-site technical training, maintenance support, and operational guidance to military units. The contract is a Total Small Business Set-Aside under FAR 19.5, restricting eligibility to small businesses only. The only document containing approved pricing is Attachment 5, the Pricing Matrix, which must be fully completed by offerors to comply with Section B requirements; all other pricing references are void. The response deadline has been extended to May 22, 2026, at 2:00 PM EST, with proposals to be submitted electronically or via official channels, and offerors must acknowledge receipt of Amendment 0003. The contracting officer is Lisa Demontagnac, with Valerie Smith as the issuing official, and no Contracting Officer’s Representative or technical representative has been named. Contract administration details including payment office, accounting data, invoicing method, and inspection criteria are either undefined or referenced indirectly, with inspections expected to occur at the point of service delivery in CONUS or OCONUS locations. The contract includes a fixed-price default clause (FAR 52.249-8), but no explicit contract type is confirmed; performance locations are mobile, with no fixed delivery point beyond the customer’s operational site. The offeror must submit a Unique Entity ID and confirm small business status, though no socioeconomic certifications beyond the set-aside designation are solicited. No packaging, labeling, security clearances, or special requirements are specified, and evaluation factors remain undisclosed. The contract value cannot be determined without Attachment 5, which contains all pricing data for CLINs covering OCONUS and CONUS labor, travel, and material handling overhead.
