Fifty-Bed Moderate-Risk Residential Program for Male Juvenile Sexual Offender Treatment Services (Ages 10–19) in Florida

The Florida Department of Juvenile Justice is soliciting proposals for a fifty-bed moderate-risk residential program serving males aged 10 to 21 who require Juvenile Sexual Offender Treatment Services. The program must be located either in a Department-owned facility in Tampa, Florida, or in a Respondent-owned or leased facility within the state. Comprehensive services required include innovations in delinquency programming, health and nursing services, academic services, Career and Technical Education, and the integration of the FDJJ 10030 Electronic Health Record system. The Department intends to award a single fixed-price contract based on a technical evaluation of the respondent's treatment services, health services, staff training, management capability, and facility readiness. Prospective providers must meet mandatory criteria, including financial viability with a D&B SER score of 5 or less, submission of past performance evaluations, and specific facility certifications. Proposals must be submitted in three volumes, with a technical narrative limited to 70 pages. Mandatory certifications include a Drug-Free Workplace certification and a Foreign Country of Concern attestation. Preference may be given to Florida-based businesses, certified minority business enterprises, or foreign manufacturers with Florida factories in the event of a tie. The selected provider will be responsible for maintaining the facility according to health and safety laws and providing detailed youth census reports alongside monthly invoices.
