The item must meet precise technical specifications per MIL-SPEC and Air Force/Navy Aeronautical Standard AN6235-3A, including a 6 GPM flow rate and compliance with QFL/QML requirements, ensuring all components originate from approved qualified supplier lists. The procurement is structured as an Indefinite Delivery Contract with a five-year base period and no options, featuring a guaranteed minimum order of 530 units annually, an estimated annual demand of 2,120 units, and a maximum order limit of 2,120 units per delivery, with a total contract value not to exceed $350,000. Delivery is required 214 days after receipt of order under FOB Destination terms, with packaging and marking strictly governed by MIL-STD-2073-1E and MIL-STD-129, including physical identification per MIL-STD-130 and prohibition of mercury or mercury compounds. Compliance with comprehensive federal and defense regulatory frameworks is mandatory, including adherence to multiple FAR and DFARS clauses covering whistleblower protections, subcontracting restrictions, labor standards, environmental controls, Buy American provisions, trafficking in persons, paid sick leave, and DEI discrimination. Cybersecurity requirements mandate CMMC Level 1 self-assessment for access to Federal Contracting Information and CMMC Level 2 certification for Controlled Unclassified Information, with the latter required to be uploaded to the Supplier Performance Risk System by November 10, 2026, to be eligible for award. Electronic invoicing must be processed through WAWF, using cost vouchers for labor-hour items or invoices with receiving reports for fixed-price deliverables, routed via designated DoDAACs.
