This solicitation, issued under number SPE7M5-26-T-327Y, is managed by the Department of Defense’s Active Devices Division and falls under NAICS code 334419. Technical and quality requirements referenced in the contract are governed by the DLA Master List of Technical and Quality Requirements, with the applicable revision determined by the solicitation issue date for simplified acquisitions or the RFP issue date for larger acquisitions, unless amended. The item is subject to stringent export controls under ITAR or EAR, restricting any disclosure of technical data to foreign persons, including foreign nationals within the U.S., and mandates compliance with DFARS 252.225-7048. Only contractors with approved JCP certification, completed DOD export training, and DLA authorization may access the controlled data. The contract prohibits the use or incorporation of Class I ozone-depleting chemicals, superseding any conflicting specification requirements without relieving product performance obligations, and requires prior approval for substitute chemicals.
