AI Contract Overview
This solicitation, SPE7M1-26-U-4553, issued by the Defense Logistics Agency’s Maritime Supply Chain under the Department of Defense, seeks a radio frequency interference filter identified by part number 2-1656-1 and NSN 5915-00-714-3829. It is structured as an Indefinite Delivery Contract with a guaranteed minimum of four units and a total ceiling value of $350,000, with an estimated annual quantity of 32 units at $32 per unit, although the estimated quantity is non-binding. Delivery is required within 90 days after order placement, with FOB Origin terms applying, and all items must be shipped to destinations designated in the contract schedule. The item must conform strictly to referenced technical and quality specifications, including MIL-STD-1916 or ASQ H1331 for sampling, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively; any unspecified attributes are considered major unless otherwise directed. Compliance with environmental and safety mandates is mandatory: the use of Class I ozone-depleting substances is prohibited in any phase of design, manufacturing, or testing unless prior written approval is obtained from the Contracting Officer. If the item contains hazardous materials as defined by FED-STD-313, the offeror must submit a complete Safety Data Sheet formatted per Fed-Std-313 and comply with OSHA 29 CFR 1910.1200 labeling requirements; non-hazardous items must be packaged per ASTM D3951, though DLA’s Master List of Technical and Quality Requirements supersedes all commercial standards. Packaging and labeling must adhere to MIL-STD-129 for marking, barcoding, and unit of issue identification, with palletization governed by RP001. Cybersecurity requirements include CMMC Level 2 self-assessment and compliance with FAR 52.240-93 and DFARS 252.204-7012 regarding safeguarding covered defense information and reporting cyber incidents. The contract mandates electronic invoicing via WAWF and adherence to DFARS clauses covering trafficking in persons, employment eligibility, supplier performance risk, export controls, and prohibitions on Chinese military company products.
