The contract pertains to a remedial action plan for the property located at 0 Gibbs Street in New Haven, Connecticut. The site has been largely unused since the 1960s and is known to have soil and groundwater contamination with petroleum constituents and metals. This contamination stems from its previous use as a commercial cement mixing plant with both aboveground and underground storage tanks, and from polluted urban fill material likely introduced during its commercial development. Historical records indicate the property transitioned from residential use in the early 1900s to industrial use by the mid-20th century, including cement mixing operations and related storage facilities, before becoming vacant and later used as a parking lot and equipment storage site by the city. The City of New Haven has conducted multiple environmental assessments over the years, including Phase I, II, and III investigations, which have identified contamination issues and guided the development of a preliminary remedial action plan. The solicitation released by the City under number 2025-RFP-CNH-296 seeks proposals for the final remedial action plan, with responses due by January 27, 2026. The initiative is managed through the Mayor’s office, with points of contact including the Executive Director of Climate and Sustainability and the Deputy Purchasing Agent. The contract aims to address the environmental concerns associated with the property to enable proper remediation and future use.

Full Description

0 Gibbs Street : The Property has not been meaningfully utilized since the 1960s. Soil and groundwater at the Property are contaminated with petroleum constituents and metals due to the historical use of the Property as a commercial cement mixing plant with multiple petroleum aboveground storage tanks (ASTs) and underground storage tanks (USTs). Some impacts are also attributed to polluted urban fill material, which was likely placed on the Property during its development for commercial use. Based on a review of available historic records and other information obtained during completion of a March 2021 Phase I Environmental Site Assessment, the Property consisted of a presumably vacant lot in 1886 and was developed with two (2) residential dwellings by 1901, which were located on the west-central portion of the Property. By 1923, the dwellings were removed from the Property and Gibbs Street was constructed through the central portion of the property. Sometime between 1921 and 1934, multiple structures were constructed on the Site, which included, but was not limited to, one (1) large above ground storage tank (AST) in the northern portion of the Property. By 1941, the Property was depicted as a cement mixing plant owned by C.W. Blakeslee & Sons and a large iron AST was depicted in the northern portion of the Property (the same AST as previously noted). In addition, a storage building, an office building, and a gasoline underground storage tank (UST) were depicted in the central portion of the Property. A concrete mixer and bins with conveyor belt were also depicted in the southcentral portion of the Property. A railroad siding/spur was depicted along the eastern boundary of the Property. By 1963, the Property was depicted as vacant and by 1966, the Property was utilized as a parking lot. The Property has been utilized for parking and/or the storage of equipment by the City since the 1960s. Environmental Reports : Environmental reports are available as attachments. The following investigations of the Properties conducted for the City of New Haven, all available for review, have been completed: Attachment A - Diversified Technology Consultants, Phase III Environmental Site Assessment Conclusions and Recommendations, 2004 Attachment B - BL Companies, Phase I Environmental Site Assessment, 2021 Attachment C - BL Companies, Phase II/III Site Investigation, 2022 Attachment D - BL Companies, Phase III Site Investigation and Preliminary Remedial Action Plan, 2023
