The Georgia Environmental Finance Authority (GEFA), a supportive financial and advisory service agency to state agencies, local governments, related stakeholders/customers, and Georgia citizens, is interested in receiving responses from lending institutions interested in providing lending services pursuant to the U.S. Department of Energy (DOE) Energy Efficiency Revolving Loan Fund (RLF) Capitalization Grant program that GEFA anticipates utilizing in 2024. This Request for Qualified Contractor (RFQC) is being issued by GEFA to achieve its goal of utilization and optimization of the grant funding from DOE and potentially leverage further funding from one or more lending institutions which will create a loan fund for residential and small commercial energy efficiency improvements. One or more firms that respond to this RFQC by submitting statements of qualifications may be determined to be especially qualified and capable of delivering desirable lending solutions and related services and may be deemed eligible for further consideration by GEFA to provide these services, which may include submission of lending service/administration proposals and/or other deliverable to GEFA. All respondents to this RFQC are subject to instructions communicated in this document and are cautioned to completely review the entire RFQC and follow instructions carefully. GEFA retains the right to reject any or all statements of qualifications or any, if applicable, subsequent submittals and/or proposals, and to waive technicalities, irregularities, and informalities, and retains the right to cancel or conclude this procurement at any time without selecting a firm to provide the described services, without any liability to any respondents, or any other person or entity, and is under no obligation to make an award relating to this RFQC to any person or entity.
