The U.S. Securities and Exchange Commission (SEC) plans to award a fixed-price purchase order exclusively to F.T. Publications (operating as Financial Times) for a one-year subscription to the Financial Times newspaper. This decision is based on a determination by the contracting officer that F.T. Publications is the sole provider capable of meeting the SEC’s specific requirements, as the subscription offers unique content including news, commentaries, data, and analyses essential for SEC staff. Due to the copyrighted nature of the newspaper’s material, no alternative source can fulfill this need. The contract value will remain below the Simplified Acquisition Threshold, and the award is expected to be finalized around January 17, 2014. This procurement is conducted as a single source purchase order and does not involve a competitive request for proposals, although the SEC has indicated willingness to consider input or interest from other parties by the response date. The contract falls under NAICS code 511110 and is managed by the SEC’s contracting office in Washington, DC. The primary points of contact for this acquisition are Contract Specialist Christina J. Turner and Contracting Officer Jeanette Snyder.

Title: Notification of the SEC's Intent to Award a Single Source Purchase Order to F.T. Publications The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a single source basis to F.T. Publications (Doing Business As: Financial Times) for subscription to Financial Times newspaper. The contracting officer has determined that F.T. Publications is the only source that can reasonably meet the SEC's requirement in accordance with FAR Part 13.106-1(b). The subscription uniquely provides the news, comment, data, and analysis that are needed by the SEC staff. The paper's content is copyrighted by the publisher, so no other source can substitute for it. The period of performance for the purchase order is anticipated to be one year and the total value of the order shall be below the Simplified Acquisition Threshold. The SEC intends to award a purchase order to F.T. Publications on or about January 17, 2014. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
