Financing of Vehicles

The City of Emporia, Virginia, is seeking proposals from qualified, licensed, and insured financial institutions to provide tax-exempt lease-purchase financing for vehicles and equipment. The total financing amount is not to exceed $651,565, with lease terms requested for periods of three and five years. Interested parties must submit sealed proposals by October 13, 2026, to the Assistant to the City Manager. The selection process will be based on best value and the most advantageous terms for the City, though price is not the sole determining factor. Awarded contractors must execute a Lease Purchase Agreement governed by the laws of the Commonwealth of Virginia and provide proof of authority to transact business within the state. Requirements include strict adherence to non-discrimination laws, including the Federal Civil Rights Act of 1964 and the Americans with Disabilities Act. Additionally, contractors must maintain insurance coverage approved by the Virginia State Corporation Commission and acknowledge that all documents prepared for the City remain the sole property of the City of Emporia.
