The US Securities and Exchange Commission intends to award a sole source contract to the Financial Industry Regulatory Authority for access to the Investment Adviser Registration Depository. This electronic filing system is essential for the government to meet its statutory obligations regarding the registration of investment advisers, the regulation of those advisers, and the provision of public disclosures. The contract is being pursued without full and open competition because FINRA is identified as the only source capable of satisfying these specific agency requirements. The period of performance spans from July 1, 2014, through June 30, 2019, consisting of one base year and four optional one-year extensions. Classified under NAICS code 523210 for Securities and Commodity Exchanges, the procurement is conducted under the authority of FAR 6.302-1 and Title 10 U.S.C. 2304 (c)(1). While the government allowed for the submission of capability statements or proposals to determine if competition was warranted, the final decision to proceed with a sole source award remained at the discretion of the agency.
