The New York State Office for People With Developmental Disabilities (OPWDD) is soliciting proposals for a statewide contract to provide comprehensive inspection, testing, maintenance, remedial repairs, and emergency service calls for fire alarm and fire sprinkler systems. The contract is structured as a five-year term with a tentative start date of March 1, 2027. The scope of work includes quarterly testing of initiating devices, annual visual inspections, and a mandatory two-hour emergency response time for all locations within the awarded lots. The agency intends to make a single award for each lot based on a best-value determination, optimizing quality, cost, and efficiency. The selection process is based on a weighted scoring system where the technical proposal accounts for 70 points and the cost proposal accounts for 30 points, following a pass/fail administrative screening. Technical evaluation focuses on the implementation plan, organizational experience, quality control measures, and regional presence. Bidders must adhere to strict submission guidelines, providing three separate unencrypted volumes (Administrative, Technical, and Cost) via email or physical USB drives. The contract includes specific socioeconomic goals, including a 6% SDVOB goal and combined MWBE goals of 17% for MBE and 13% for WBE. Additionally, the contractor must comply with New York State prevailing wage laws, NIST-aligned data protection frameworks, and rigorous security clearance processes for all personnel.
