Fire alarm maintenance

The U.S. Department of Health and Human Services, Program Support Center, through the Program Support Center, Strategic Acquisition Service, intends to award a sole source contract in accordance with Parts 6.302-1 (a)(2) of the Federal Acquisition Regulation to Carter Brothers Fire and Life Safety, The Rivers Center, 8310 Guilford Rd. Columbia, MD 21046. The purpose of this acquisition is to provide maintenance for the fire alarm system and life safety systems currently installed and operational in the Parklawn Building. This equipment is used to notify the employees and visitors when there is a building emergency and when to evacuate the building. This life safety equipment needs special attention due to the potential harm to humans, and the requirement that the equipment meet local codes. Carter Brothers will maintain the system in working order in accordance with good workman-like standards and in accordance with NFPA 72 code. The system will be tested and a condition report with recommendations will be submitted semi-annually. Carter Brothers will provide a certificate of insurance evidencing Commercial General Liability Insurance and a proof of Worker's Compensation Insurance upon execution of this agreement. Carter Brothers Fire and Life Safety has been the service provider for over ten years and have installed the current fire alarm system. Their technicians have intimate knowledge of the building as well as the EST3 Fire Alarm System. In addition Carter Brother Fire and Life Safety maintains the proprietary software and software keys that operate the Fire Alarm System and is the only local service provider authorized to make changes to the program. Carter Brothers Fire and Life Safety is the designated GE/UTC Strategic Partner of the DC and Maryland metropolitan area and have been in the Fire Alarm business for over 130 years. Carter Brothers Fire and Life Safety's designation as a GE/UTC Strategic partner ensures that they have immediate access to the most current EST hardware and software revisions available. It also ensures that the technicians have the most current factory training and programming certifications on the EST product Line. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITHY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 5 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT ACQUISITION BASED UPON RESPONSES TO THE NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
