BROAD AGENCY ANNOUNCEMENT (BAA)- Research and Development (R&D) for Air Force Airbase Systems
Solicitation # FA8051-24-S-0001
The Air Force Civil Engineer Center (AFCEC) Readiness Directorate has issued Broad Agency Announcement FA8051-24-S-0001, a five-year closed two-step solicitation with an approved ceiling of $49,000,000. This announcement seeks research and development efforts for Air Force Airbase Systems, focusing on basic research, applied research, advanced technology development, and prototyping. The program is structured around specific CALLs for topic areas of interest, which currently include modern timber products for expeditionary environments, automated heavy machinery, PFAS destruction, arctic-capable structures, and airbase facilities infrastructure. Research interests span a wide range of capabilities, such as expeditionary base-in-a-box concepts, energy resilience, advanced computational modeling, 3-D printing for hardened infrastructure, and various civil engineering materials designed to improve airfield safety and operational tempo. Interested offerors must participate in a two-step submission process consisting of a five-page white paper followed by a full proposal if requested. Proposals must be organized into four distinct sections: Business, Technical Proposal, Contractor Performance Work Statement, and Cost. Evaluation is based on a categorization of proposals as either Selectable or Not Selectable, with the government assessing technical, cost, and schedule risks against potential scientific benefits. Because this is a closed BAA, the government does not anticipate adequate price competition between varying research types. Significant administrative requirements include the necessity of a government-approved accounting system for cost-reimbursement contracts, compliance with strict export control and security protocols—including potential SECRET facility clearances—and adherence to specific formatting and page limits. Offerors are responsible for monitoring SAM.gov for new CALLs and amendments.
