2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

The contract involves conducting a comprehensive systematic review of fire protection, emergency response, and related services provided to the University of Illinois through its Intergovernmental Agreement with the Cities of Champaign and Urbana. The primary goal is to evaluate the current effectiveness and efficiency of fire and rescue services, including emergency response, community risk reduction activities, and other departmental functions, ensuring they meet both present and future needs of the university community. The review aims to analyze service delivery costs, ensuring proper accounting and fair compensation to the participating cities. It excludes police response and EMS services provided by outside entities, focusing solely on fire, rescue, and EMS calls responded to by the fire departments. The outcome of this review will inform an updated IGA designed to enhance service quality, reduce duplication, foster collaboration, and incorporate flexibility for future changes and trends in fire service demands. The project is part of a solicitation titled "Fire Protection Consultation Services" with a response deadline of October 9, 2024, and a contract value estimated between $50,000 and $150,000. It is managed by the Illinois Executive agency, with William Kolschowsky serving as the primary contact. The review will ultimately support the development of an improved, modernized IGA that ensures effective, efficient, and adaptable fire protection services for the University of Illinois community, aligning with current standards and future needs.
