The requirement is set aside exclusively for small business concerns under NAICS code 611430, with a size standard of $16.5 million, and is governed under Part 12 of the Federal Acquisition Regulation as a commercial acquisition. Offerors must submit a fully conforming quote consisting of two parts: a technical capability demonstration and a price proposal. The technical portion must confirm the ability to meet all Statement of Work requirements, including delivering a 50-hour course for up to fourteen students using certified instructors, providing fourteen current textbook packages, submitting pre-course documentation, administering certification exams aligned with Pro-Board, IFSAC, or equivalent standards, and issuing official certification certificates with a final report within fourteen days of course completion. Technical compliance is evaluated as acceptable or unacceptable, and an unacceptable rating on any requirement renders the entire proposal ineligible. Pricing is assessed for fairness and reasonableness without adjectival ratings, and all submitted prices must remain firm through September 30, 2026. All offerors must be registered in the System for Award Management and meet mandatory cybersecurity requirements, including possessing a current, verified Cybersecurity Maturity Model Certification (CMMC) level recorded in the Supplier Performance Risk System at the time of award; failure to meet this requirement disqualifies the proposal.
