SPECIAL NOTICE SYNOPSIS:

The U.S. Coast Guard (USCG) intends to solicit, negotiate, and award a sole-source contract under Revolutionary FAR Overhaul (RFO) 6.103 to McClellan Business Park LLC (MBP), 3140 Peacekeeper Way, McClellan, California 95652-2508. The contract will provide Fire Protection Services for a period of up to five years, consisting of a base period and four option periods.

The statutory authority for this sole-source procurement is 10 U.S.C. § 3204(a)(1), as implemented by RFO 6.103-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” In November 2001, the County of Sacramento and MBP entered into a 99-year agreement under which MBP is responsible for the operation and maintenance of the Airfield Facilities. Therefore, MBP is the only responsible source capable of meeting the USCG’s requirement.

Background and Justification:

  1. USCG has a follow-on requirement to provide Fire Protection Services at USCG Air Station Sacramento, CA. The services will require a Contractor to provide all labor, equipment, materials, and supervision necessary to perform said requirement. The incumbent contractor is McClellan Business Park Limited Liability Company, who is performing under a Sole Source, Firm Fixed Priced service contract. The current contract started 01 December 2021 and expires 30 November 2026.
  2. This site location was formerly McClellan Air Force Base, a major U.S. military logistics and aircraft repair facility near Sacramento, CA that operated from 1936 until its closure in 2001. Under the Base Realignment and Closure Commission (BRAC), the County of Sacramento was selected as the Local Redevelopment Authority (LRA) and McClellan Business Park LLC (MBP) was selected as the LRA’s redevelopment business contractor. Currently there is an option to operate and maintain Airfield Facilities agreement between the County of Sacramento and MBP for ninety-nine years that became effective in November 2001.
  3. This acquisition requires a Contractor with experience in the Fire Protection Services Industry which requires preventative maintenance and testing of all installed Automatic Fire Alarm Systems, Water Based Fire Protection Systems and Pumps, and fixed Systems. while meeting the requirements of the National Fire Protection Association (NFPA). Technicians must have the specialized experience/training required along with attention to detail and a strong quality control system in order to perform required testing in a timely manner.

THIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND NO SOLICITATION IS AVAILABLE.
