Fire Services Consultants

The City of Anaheim Fire and Rescue Department is seeking qualified professional firms to provide on-demand fire services staffing support, specifically for plan review and fire life safety inspection services. This as-needed agreement establishes a pre-approved consultant list to assist with private development projects, ensuring that construction and installations comply with the most recent local and state building and fire codes, NFPA standards, and city amendments. The scope of work includes performing inspections on building, fire, and mechanical systems, preparing non-compliance notices, and maintaining detailed inspection logs. Personnel performing these services must hold ICC and/or State of California certifications. The city is particularly interested in enhanced service options, such as consistent after-hours and on-site construction services. The contract features an initial term of five years with a possible one-year extension. Compensation is structured as a percentage of the fees collected by the city, with a strict cap ensuring that consultant fees do not exceed 65 percent of the corresponding fee listed in the City of Anaheim Fire and Rescue Life Safety Fee Schedule. Proposals are evaluated based on qualifications, expertise, and the ability to provide enhanced services, rather than price alone. Key legal requirements include compliance with California prevailing wage laws, strict non-discrimination policies, and specific insurance and indemnity provisions. Liability is limited to proven direct actual damages, and consultants are prohibited from having a financial interest in any real property within 2,500 feet of project locations.
