Facility Enhancement and Maintenance IDIQ
Solicitation # FA441827R0001
Solicitation FA441827R0001 is a request for proposals for a multi-year, Firm Fixed-Price, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Facility Enhancement and Maintenance (FEM) services at Joint Base Lindsey Graham, South Carolina. This total small business set-aside effort has a contract ceiling of 27.5 million dollars, with an estimated annual value of 5 million dollars. The scope of work is divided into three primary service categories: floor covering removal and replacement, application of protective coatings including painting and water blasting, and miscellaneous maintenance and repairs for mechanical, electrical, and plumbing systems. The government intends to award two IDIQ contracts and establish an on-ramp pool of three additional selections based on a competitive best-value source selection process. Past performance history is considered significantly more important than price, with the government evaluating the lowest-priced offerors first to determine if they meet a substantial confidence rating. Proposals must be submitted electronically via DOD SAFE by 12:00 PM ET on November 13, 2026, and must include a price proposal, a bid bond of 20 percent of the base year price or 1 million dollars, and documentation of up to five relevant past performance projects from the last three years. Contractors are required to adhere to strict federal and military standards, including the Davis-Bacon Act, ADA accessibility, and specific Unified Facilities Guide Specifications for waste management and sustainability. Performance and payment bonds are required for any task order exceeding 150,000 dollars. All work must include a minimum one-year warranty, and contractors must utilize the Wide Area WorkFlow system for electronic invoicing and payment requests.
