The U.S. Army Contracting Command at Picatinny Arsenal, New Jersey, plans to issue a Delivery Order and a Task Order under the existing FIRECON contract W15QKN-09-D-0009 with Elbit Fort Worth (EFW INC.). The Delivery Order involves the production and delivery of 3,543 Mortar Fire Control Systems (MFCS) to support 60mm, 81mm, and 120mm mortar systems, while the Task Order covers fielding support for various MFCS variants and associated mortar weapon systems. The hardware will be procured on a firm-fixed-price, indefinite delivery indefinite quantity (IDIQ) basis, and the fielding services on a time and materials (T&M) basis. This sole-source acquisition utilizes statutory authority permitting only one responsible source and no substitutes, ensuring timely fulfillment of the government’s MFCS requirements. This procurement bridge is essential to meet the MFCS fielding schedule, with award targeted by September 2015, ahead of a planned new contract expected in March 2016 for MFCS hardware, fielding, and training services. Funding is secured under the current contract, and this announcement serves solely as a notification rather than a solicitation for competitive proposals. The contract specialist, Mark T. Bobitka, is the designated point of contact for inquiries, which must be directed via email, as telephone inquiries are not accepted. The place of performance is at Picatinny Arsenal, NJ, with the acquisition falling under NAICS code 332994.
