The City of Roswell, New Mexico, is soliciting qualifications-based proposals under RFP-27-004 for an architectural and engineering firm to provide professional planning, facility programming, site evaluation, and schematic design services for a new First Responder Campus. The project is driven by the inadequacy of the current 36,850-square-foot police facility, which suffers from aging infrastructure and limited capacity. The primary objective is the development of a Schematic Design Report that establishes programming and preliminary design requirements for a new Police Department facility, while also evaluating the potential for integrating other municipal and public safety departments. The project may be implemented in multiple phases depending on funding and operational priorities. The selected firm must coordinate multiple disciplines, including civil, structural, mechanical, plumbing, and electrical engineering, to produce schematic design documents and a Level 1 UNIFORMAT probable construction cost estimate. All work must adhere to strict standards, including the International Building Code, NFPA standards, and New Mexico Administrative Code, with specific requirements for ICC 500 storm shelters and Night Sky Compliant exterior lighting. Proposals are due by November 17, 2026, via the OpenGov Procurement Portal. Award will be based on a points-based evaluation of qualifications and technical approach; cost proposals are strictly prohibited during the initial submission phase and will be negotiated with the highest-qualified offeror.

Full Description

The Roswell Police Department currently operates from a 36,850-square-foot facility located in downtown Roswell. Originally constructed in 1962 as a banking facility, the building was acquired by the City in the early 1990s and subsequently renovated for use as Police Headquarters. Over time, the facility and its 1.63-acre site have become increasingly constrained in supporting the operational, security, and functional requirements of a modern law enforcement agency. The facility continues to face significant infrastructure and operational challenges, including aging building systems, limited site capacity, and deficiencies that impact long-term functionality and security. The City has determined that the existing facility and site are inadequate to meet the Police Department's current and future needs. As a result, the City intends to pursue the development of a new First Responder Campus that will prioritize the operational, safety, security, and technology needs of the Police Department while evaluating opportunities to accommodate additional public safety and municipal departments. The proposed campus will support long-term planning, operational efficiency, and future expansion, with development anticipated to occur in phases based on available funding.
