Prosser Hatchery Sole Source Presolicitation Notice

Solicitation # W9127N27Q1CTI

The U.S. Army Corps of Engineers Portland District intends to award a sole source contract to the Confederated Tribes and Bands of the Yakama Nation for the acclimation and release of Upriver Bright fall Chinook juveniles. The scope of work includes the annual acclimation and release of up to 1.1 million sub-yearling juveniles from Little White Salmon Hatchery and 210 thousand yearling juveniles from Bonneville Hatchery at the Prosser Hatchery. Additionally, the Yakama Nation will supply and release 600,000 of their own Upriver Bright fall Chinook smolts into the Yakima River. These activities are essential for fulfilling mitigation obligations for The Dalles and John Day Dams in accordance with Endangered Species Act requirements. This non-competitive acquisition is justified because the Yakama Nation owns and controls the Prosser Hatchery, which is the only facility in the region with the necessary water temperature, rearing space, and location to meet the government's specific needs. The procurement falls under NAICS code 112511 for Finfish Farming and Fish Hatcheries. While the government intends to proceed with a sole source award, interested parties may submit capability statements by November 5, 2026, to demonstrate that competition would be advantageous to the government.
