Five Year BOA Renewal for F-18, V-22, E2-C2, and FMS

This contract is a five-year Basic Ordering Agreement (BOA) renewal issued by the Naval Supply Systems Command Weapon Systems Support under solicitation N0038326RA051, effective from July 1, 2026, through July 1, 2031. It provides for the repair and modification of Government-furnished property including F-18, V-22, E-2/C-2, and Foreign Military Sales (FMS) systems, with all work performed in accordance with detailed specifications outlined in Attachment A. The BOA authorizes both priced and unpriced orders, with unpriced orders subject to a not-to-exceed ceiling that must be definitized within 180 days of proposal submission or when half the ceiling is expended, whichever comes first. Pricing details for repairable circuit card assemblies, power supplies, and flight computers are specified across CLINs A through D, with an estimated total contract value of $11,999,355.00. Contractors are required to furnish all parts and materials unless designated as Government Furnished Material and must ensure repaired items meet Ready For-Issue standards verified by Defense Contract Management Agency inspection at the contractor’s facility. The agreement imposes strict compliance with military packaging and marking standards including MIL-STD-2073-1, MIL-STD-129, and MIL-STD-130, with special requirements for Depot Level Repairable items bearing yellow "DLR" text on a blue background. All shipments must adhere to Level A or B packaging based on destination, and containers must be properly labeled with PIID, CLIN, and SubCLIN codes. Electronic invoicing and receiving reports are mandatory through Wide Area WorkFlow, and payment requests must align with FAR 52.216-7. Contractors must also comply with Commercial Asset Visibility reporting requirements using the CAV Repairables Portal, measure repair turn-around time from physical receipt of the F-condition item, and adhere to ISO9001 quality standards with flow-down obligations to subcontractors for critical items.
