The contract involves the procurement of a single fixture for aircraft maintenance, identified under part number 4920-01-530-5397, with a specified quantity of one unit to be delivered within five days of order date. The contract is issued by the Department of Defense through the Defense Logistics Agency (DLA), with the place of performance at Fleet Readiness Center East, Cherry Point, North Carolina. Packaging and marking requirements adhere to stringent industry and military standards including ASTM D3951 and MIL-STD-129, with additional guidance from the DLA master list of technical and quality requirements. Inspection and acceptance are to occur at the destination, ensuring quality control throughout the delivery process. The contract incorporates a number of technical and quality mandates including cybersecurity requirements (CMMC Level 2 self-assessment), packaging standards, and specific documentation obligations such as source approval requests and managing covered defense information. Sampling plans for quality verification follow military standards like MIL-STD-1916 or ASQ H1331, emphasizing strict acceptance criteria. The contract forbids the use of parcel post for shipping, instead requiring the fastest traceable means, and places a high priority on adherence to government identification removal rules for non-accepted supplies.
