The Department of National Defence has a requirement to establish one or more Standing Offers for the supply and delivery of flags and pennants on an as-and-when-requested basis. The Standing Offer will be valid for a period of five (5) years from the date of issuance. Call-ups may be issued by the Directorate of Land Procurement, Department of National Defence, during the Standing Offer period. Delivery will be made to the delivery points identified in each Call-up, including 25 CF Supply Depot Montréal and 7 CF Supply Depot Edmonton, as applicable. Offerors must submit a technical offer and a financial offer in accordance with the solicitation of offers. Offerors must complete and submit the Annex – Pricing Schedule as their financial offer. Physical samples are required only for the items identified in Table 1 of the Annex – Technical Evaluation Criteria, and must be submitted in accordance with the solicitation instructions. Offers will be evaluated based on compliance with the mandatory technical criteria and the financial evaluation. For each item, the responsive offer with the lowest evaluated price will be recommended for issuance of a Standing Offer. A Standing Offer is not a contract. Canada is not obligated to purchase any goods under the Standing Offer. A contract is created only when a valid Call-up is issued against the Standing Offer.
