The contract covers the procurement of five flanges, specifically FLANGE, PIPE and FLANGE, SPECIAL, under solicitation SPE7M2-26-T-6004, issued by the Nuclear Reactor Program within the Department of Defense. Delivery is required within 140 days after award to the DLA Distribution Depot in New Cumberland, Pennsylvania, with FOB Origin terms applying. The item is identified by NSN 4730-00-169-0435, and while pricing details are not provided, the acquisition follows simplified procedures and is subject to strict compliance with federal and Defense Logistics Agency standards. Technical and quality requirements are incorporated by reference through the DLA Master List of Technical and Quality Requirements, and all supplies must comply with MIL-STD-2073-1E for packaging and MIL-STD-129 for marking and barcoding, using specific codes including D3 unit containers, E5 intermediate containers, and AE preservation methods. Prohibitions are strictly enforced on Class I ozone-depleting chemicals and mercury compounds, with substitute chemicals requiring prior approval unless explicitly authorized. The contract mandates adherence to export control regulations under ITAR and EAR, restricting the dissemination of technical data to only those contractors with approved U.S./Canada Joint Certification Program certification, completed DLA export control training, and authorized access. Contractors must also comply with stringent information security requirements, including safeguarding covered defense information under NIST SP 800-171, handling personally identifiable information in accordance with DFARS clauses, and ensuring encryption of non-classified data. Invoicing must be processed through the Wide Area WorkFlow system, and all items are subject to government inspection and acceptance at the destination. Representations and certifications related to small business status, UEI and CAGE codes, and prohibited telecommunications equipment must be submitted by offerors, with affirmative responses triggering additional disclosure obligations. Multiple DFARS clauses address payment limitations, whistleblower rights, conflict of interest, and cybersecurity incident reporting, while specific packaging, labeling, and hazardous material handling protocols are defined to meet federal and DoD safety standards. The solicitation closes on August 17, 2026, and all bids must be submitted electronically via the DIBBS portal.
